Wrap Up
The RTI approach is multifaceted. Effective implementation requires extensive knowledge of the underlying principles of the approach, of the components of high-quality instruction, and of the assessment procedures. To achieve full implementation of RTI, the following should be considered:
- It may be beneficial to initially implement only one component of the approach (e.g., progress monitoring) and later introduce other components (e.g., tier decision-making, universal screening).
- This process may take several years.

As the second-grade teachers began implementing RTI, Mr. Brewster realized that there were a number of factors to consider:
- Professional development
- Planning and organization
- High-quality instruction
- Progress monitoring
- Tier initiation and discontinuation decisions
- Diversity
- Communication and collaboration with Tier 2 and Tier 3 providers
While Mr. Brewster was first overwhelmed by the prospect of implementing RTI, he found that, as a professional teacher, he was already addressing many of these elements. His ongoing professional development provided him with the knowledge he needed to effectively implement the remaining elements of RTI in his classroom. As a result, Mr. Brewster was successful in his implementation of RTI, and his students demonstrated improved reading outcomes.
