Dr. Katy Stromwell is a district-level general education director. When her district recently decided to adopt RTI to improve reading outcomes, Katy and other district personnel began to develop an action plan for implementing the approach. Having attended conferences about RTI and after speaking with school personnel from other districts that are implementing it, Katy and the others feel confident in their ability to develop their own plan for Tiers 1 and 2. However, as they begin to formulate a plan for Tier 3 intervention, they realize that they still have questions and may be in need of more information about what Tier 3 intervention entails and how to implement it.
